Q: anyone having trouble with the 140mm TC fan not spinning at room temps?

It's a PWM fan, it's only going to kick on when the temperature of the board or the CPU (BIOS dependent) achieves a temperature to send power to the fan so it spins up. Depending on your fan profile curve, it won't kick. If you think the fan isn't working at all, go into the BIOS and put the fan at full speed. If this doesn't kick the fan on, then you need to send the fan back and get a new one.

Q: How much electronical volts does this run off of? Can it run off of a universal cereal caravan?

At start up 6v Then holds at 12V when operational It produces 200-1350 rpm
