It has a rechargeable battery, with a decent running time. It may track a dog depending upon how well your phone works with the app. This gimbal is designed to work best with iphones.

You are almost certain to have problems with an android phone. I'm using this gimbal with a pixel phone and some features are absent or don't work well, but my sisters Iphone works with it perfectly. This has long been an issue with DJI gimbals.
